Brief overview of the major historical debt crises suggests three structural features of periphery indebtedness which will be discussed in detail in this study: First and most important, there is a long-term cyclical pattern of debt-servicing difficulties, with major debt crises occurring every 50 to 60 years. Second, despite the periodic recurrence of global debt crises, each debt cycle shows specific characteristics. Third, on the level of individual debtor countries, there are substantial differences concerning the specific debt pattern.

This book describes and explains the long-term dynamics of Third World debt during the nineteenth and twentieth centuries, focusing on the various specific historical patterns of foreign loans, financial crises, and debt settlements between 1820 and 1990.
